SPUD – Special Use District

At the April 10, 2008 general meeting, the community council and present members voted to initiate the SPUD process. The specific reason given in the original motion was to address the new possibility of radio towers and other tall structures in the community.

What is a SPUD?

SPUD stands for ‘Special Use District’. It outlines certain ordinances and regulations that the community votes to have in place, and has legal power with the borough. SPUDS can be as detailed or as sparse as desired; as an example, the Talkeetna SPUD is quite comprehensive, while the Sutton SPUD is far more focused.

What is the SPUD process?

The procedure for implementing a SPUD is similar to that of a Comprehensive Plan. First, the community council must vote to ask the Borough to initiate the process. If the borough approves beginning a SPUD, it will next solicit applications (see application form below) from the community to be on the SPUD committee. Finally, the SPUD committee must work with community input to draft an initial SPUD, which is then brought before the community council and voted on by the members.

If it is rejected, it goes back to the committee for revision; if it is accepted then it must be approved by the planning commission of the borough and subsequently the borough assembly.

Where are we in the process now?

Currently, the SPUD committee has finished work on the initial version of the document. The Borough has released it for public review, and it is available for download here. (2.8 mb PDF)
An open house will be held by the Borough on April 21st at the Academy Charter School (click on the name for directions), which is located at 801 E. Arctic in Palmer. Members of the planning team and the Borough will be present for comments or to answer questions, and the planning team will hold another meeting after the open house to incorporate comments.
