Community Council Board Members Jim Sykes, Will Peabody, John Alexander, Michael Miller, Paul Morley, Celeste Moore and Shannon Rochelle and 6 general members and guests were present. As 10 Community Council Members constitute a quorum, a quorum was present.The meeting began with the Pledge of Allegiance. Will Peabody moved that we approve the agenda and Michael Miller seconded the the motion which passed with no objections. Next, John Alexander moved to approve minutes from our March meeting, Michael Miller seconded the motion and it passed with no objections.Treasurer Michael Miller reported that we have $140.99 in savings and $42.70 in checking. Jim Sykes stated that we will make our annual donation of $10 per meeting to Lazy Mountain Bible Church next month. We will also have some costs associated with the annual cleanup and barbeque next month. Donations are encouraged.Pat Larrabee gave the Road Service Area report. We spent $8816.62 on road maintenance in March. There were two complaints this month: one that the Lazy Lady Lane sign was missing (a borough responsibility) and one that Robin Lane drainage was blocked (a state responsibility). Our year-to-date encumbrances are $53,257.83. Spring grading and roller compactor work will begin this month. Any funds remaining in our RSA budget at the end of the fiscal year will be spent on Slumber Lane improvements. Shannon Rochelle has submitted an application to join our RSA board of supervisors, so Pat will soon have assistance in his work. We sent a letter to the legislature supporting the paving of Wolverine Road from the top of the cany9on to the cul-de-sac. This project includes guardrails and other upgrades for the canyon.Celeste Moore noted a trail issue at the end of Wolverine Road. There is a designated trail there to Wolverine Lake, but the trail will not be developed until there upgrades past the end of the road. She wondered if the current paving project will allow this trail work to move forward. Pat said he would look into details about the road work and Celeste said she would get more information about the trail and what it needed to move it forward.Michael Miller reported that the LMCC website now lists our meeting dates and board members’ contact information and includes a link to the Mat-Su Borough website. He offered to set up community council email addresses for council and RSA board members.John Vinduska reported on our May 17 community roadside cleanup. The borough will supply a dumpster, gloves, vests and t-shirts. They are requiring us to document what comes in and call them as soon as the cleanup is over so they can remove the dumpster. Jim mentioned the potluck after the cleanup and said he would check with Ken Klunder about bringing a grill. We discussed the cleaup efforts that Lazy Mountain Bible Church members and South Lazy Mountain Community Association members make each spring. Jim said he would attempt to contact both groups and invite them to join us on 5/17 and use the borough-supplied dumpster.Jim updated us on the status of Morris Communications’ tower on Helmaur Rd. Morris has requested a 120-day extension of their appeal and they are proceeding with building a 100 ft tower (only towers taller than 100’ require approval). Gary LoRusso has been participating in a tall structures working group to create a plan for the borough.Gary LoRusso proposed initiating a SPUD regulating towers on Lazy Mountain. Jim Sykes suggested that we invite someone from the borough Planning Department to our May meeting to explain the process. Dave Holladay moved that we initiate a SPUD to address towers 50 feet or taller. John Alexander seconded the motion, which passed 9-1. Discussion about including junkyards in the SPUD ensued. Jim Sykes outlined how a SPUD process works, including the need to establish a group, hole an open house, and bring the issue before the community council. We can learn more by looking at SPUDs in place in other communities. We need to be careful not to make a SPUD that is onerous (e.g. one that makes ham radio towers or windmills impossible for homeowners to erect).In other informational items, Jim Sykes stated that the borough is currently considering an ordinance to restrict or prohibit gravel mining that breaches the aquifer. There will be a public hearing on this issue on 4/15. Also the borough is considering raising the bed tax to 9 or 12% (from 5%).Jim Sykes summarized our plans for next meeting. We will make final preparations for the cleanup then. We will invite a planner to explain the SPUD process and we will also invite a Firewise representative to explain their program.The meeting was adjourned at 7:34 pm.
